SDITE Officers
 
The elected officers of the Southern District are President, Vice- President and Secretary-Treasurer. These Officers are elected annually for a term of one year. The ITE International Director (or District Director) is elected every third year and serves a three-year term. The International Director serves as a member of the International Board of Direction of ITE and represents SDITE at meetings of the International Board.

Jim Westmoreland, P.E.
SDITE President

Jim Westmoreland is the Deputy Secretary for Transit for the North Carolina Department of Transportation and is responsible for the department’s five multimodal divisions: Aviation, Bicycle and Pedestrian Transportation, Ferry, Public Transportation and Rail. He also serves as the central point of contact for transportation initiatives involving the Global TransPark, North Carolina Railroad and the Ports Authority.

Prior to joining the department in March 2009, Westmoreland had been with the city of Greensboro since June 1996, most recently as assistant city manager. He served as director of the Greensboro Department of Transportation for nearly 10 years, overseeing the city’s public transportation, engineering, operations, planning and business/parking divisions. He previously worked for NCDOT from 1991 to 1996 as the state signing engineer and urban traffic engineer.

He currently serves as chair of the advisory council for the Institute for Transportation Research and Education at N.C. State University. From 1996 to 2008, he served as chair of the Technical Coordinating Committee for the Greensboro Urban Area Metropolitan Planning Organization. A registered professional engineer, Westmoreland holds a Bachelor of Science degree in civil engineering from N.C. State University.
 
 
 
Timothy E. White, P.E., PTOE
SDITE Vice President

Tim White is a Project Manager with Kimley-Horn and Associates in their Richmond, Virginia office. His areas of expertise include traffic safety, access management, corridor studies, interchange justification studies, traffic signal operations, traffic impact studies, and public involvement. Prior to joining Kimley-Horn & Associates, he worked for two other transportation consulting firms and the Virginia Department of Transportation all of which were in Richmond.

Tim has been an active member of ITE since 1992 and has had the opportunity to contribute at the Section and District levels of the organization over the past 17 years. From serving as the VASITE President to serving on a variety of Section and District committees to presenting at Section and District meetings to conducting technical training at the Section, he has benefited personally and professionally from his involvement in ITE. He is particularly proud of winning the ITE Newsletter Award when he was the VASITE newsletter editor in 1999. He is currently serving as Chairman of the UVA Civil Engineering Advisory Board, which is where he received a B.S and M.S. in Civil Engineering.
 
 
Rebecca D. White, PTP
Secretary/Treasurer

Becky White is the Traffic Division Manager and Manager of Organization Development for Sain Associates, Inc. in Birmingham, Alabama. Her professional duties include management of the firm’s traffic engineering and transportation planning staff, client development, and project strategy. In addition, Becky plans and implements Sain’s leadership training program and strategic planning initiatives. Becky has been with Sain Associates since 1993. Prior to joining Sain, she worked for the consulting firms Gorove Slade Associates and The RBA Group.

Becky is a Past President of the Alabama Section (2002-2003) and has served ALSITE as newsletter editor, strategic planning chairperson, and service projects task force chairperson. Becky has been an active member of the Southern District ITE since 1998. She has served on two annual meeting Local Arrangements Committees and on several other SDITE committees, including Publications & Public Relations, Membership, and Education / Student Chapters. Becky has been a frequent speaker at ITE meetings and other transportation conferences. She was the inaugural recipient of the Society of Women Engineers (SWE) Work Life Balance Award and is highly committed to promoting employment practices that support and encourage a balanced lifestyle for all employees.
 
 
Karen L. Mohammadi, P.E., AICP, PTOE
SDITE Past President

Karen Mohammadi is an Engineer Manager for Neel-Schaffer, Inc. in Louisville, Kentucky. Her experience has focused primarily on traffic engineering and transportation projects such as small area studies, traffic studies, corridor studies, interchange studies, congestion management, safety/road audits, traffic signal engineering, access management, intelligent transportation systems and public involvement. Karen was an adjunct professor at the University of Louisville where she taught traffic engineering and urban transportation planning courses.

Karen is a Past President of the Kentucky Section and is a recipient SDITE’s Joseph Thomas Young Member and Marble Hensley Outstanding Individual Activity Awards. Karen received her B.S. and MEng degrees from the University of Louisville.
 
 
Robert E. Stammer Jr., Ph.D., P.E.
SDITE International Director

Bob Stammer has been a transportation professor at Vanderbilt University in Nashville, Tennessee, for more than 27 years. He has been an Associate Dean and Assistant Provost and regularly teaches transportation courses in planning, design and traffic engineering. His research interests have focused on highway safety issues. Over his 35-year transportation career, he has been employed by two consulting firms and worked on various projects with several other consulting firms. He also has worked for the Tennessee Department of Transportation for 4.5 years and served as an expert witness on numerous legal cases.

Bob earned a bachelor of civil engineering from Vanderbilt University, a master of science in civil engineering from Georgia Tech and Ph.D. in civil engineering from the University of Tennessee. He is a registered Professional Engineer in Tennessee. He twice served the ITE Tennessee Section as its representative to the Southern District Board. He is a past president of the Southern District and currently serves as the District’s Historian. He previously served as the Chair of the Expert Witness Council for ITE.
